sir,
I most humbly and respectfully beg to lay the following
protest for your kind consideration and trust you will be so
kind as to grant me some relief for the injustice done me of
passing over my head a younger brother officer to a post,
recently created, and drawing a salary on a higher rate than
that I am at present in receipt of.
On transferring to the new General Post Office last month,
from the old building, it was found that a new post Supervisor
at the public hall in the new building had been created and
that Mr. C. J. Poole had been promoted over the heads of many
other officers to this substantive rank on a salary of £165
rising to £ 225 per annum.
On page 96 of the HongKong Civil Service List 1911, it
will be found that Mr. Poole joined the service on the 6th.
July 1905 and is at present in the 4th. grade; on page 97 my
name will be found as having entered the service on 29th.
December 1882. 2nd. grade.
It will thus be seen that a junior of six years' service
has been promoted over one who has had over 28 years active
service. This unprecedented promotion has given great dis-
satisfaction to his brother officers who are senior to him.
I have not the slightest wish to disparage Mr. Poole in
his luck in being selected by Mr. Messer for the post, but I
